Introduction of Facility of Automatic transfer of PLI/RPLI Premiums from Saving Accounts of insured persons

Sub: Introduction of facility of automatic credit of PLI/ RPLI monthly premium from savings account of insured persons.

In the last few years, there has been massive expansion of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI). However, it has been noticed that a number of policies particularly in RPLI lapse after a while. One of the reasons for lapsation is absence of convenient ways of depositing premia of the policy(ies). As such, it was under consideration of the Department to provide facility of automatic deduction of premia from Savings Account so that (i) the policy holder(s) need not have to visit Post Office every month for depositing premia of his PLI/ RPLI policy and (ii) lapsation of PLI/ RPLI policies gets reduced.

2. The competent authority has now approved the proposal for providing the facility to the policy holder of PLI and RPLI to get premium deposited/ credited by deduction of the same directly from his Savings Account standing in Post Offices. However, this facility can be opted by only those policy holders of PLI and RPLI whose Savings Accounts are maintained in the Departmental Post Offices (GPOs, HOs, MDGs or SOs).

3. It is requested to kindly take necessary action for implementation of aforesaid scheme and wide publicity may also be given for this scheme through various publicity channels.

4. Accounting and operating procedure for automatic transfer of premium of PLI/ RPLI from Savings Accounts of the policy holder is enclosed for information and action accordingly.

5. It is further informed that till the provisions are made in the software, automatic credit of PLI/ RPLI monthly premium by deduction from savings account of the policy holder will have to be done manually.

THOUSAND LIES CAN NEVER BECOME A TRUTH
NOBODY CAN BREAK THE UNITY OF POSTAL WORKERS
* LESSONS OF THE FRAGMENTED STRIKE *
               The GDS strike of Mahadeviah group ended on 22.10.2012.  In fact it was fizzled out.  Eventhough from 16.10.2012 onwards the leaders claimed 100% participation in all circles, the truth was entirely different.  Out of 22 circles, in 10 circles it was less than 5% and 6 circles only less than 10% of the Gramin Dak Sevaks went on strike.  In the remaining six circles it varied from 12% to 27% of the GDS. All India average of the strike is 18.1% of the total GDS.  This is the real picture of the strike.  All other claims are false and naked lies.  The percentage came down day-by-day and on 22nd the All India average was only 5% of the total of about three lakhs GDS.  Thus the strike fizzled out without any settlement.  (Those who have doubt about the figures can get it under RTI from all Circles and verify the truth).  Senior officers of the Department including Secretary, Department of Posts, Member (Personnel) and Minister Communications and Minister of State for Communications also rejected the request of the leaders for a last minute face-saving settlement.
               NFPE has not made any adverse comment or statement against the strike or against the false claim of the leaders regarding All India Strike percentage, eventhough the Mahadevaiah group spread canards against NFPE and its leaders before the strike and also during the strike.  If NFPE had put it in its website the actual percentage of the strike in each circle, the strike would have fizzled out in the second day itself.  But NFPE never wants to break any strike, whether percentage is less or large.  Breaking the strike is not the tradition of NFPE.  So we tolerated every malicious attack against NFPE and its leaders till the strike is over.  Even now, while exposing the lies and hidden agenda of the Mahadevaiah group, we respect the sentiments of the GDS who participated in the strike without knowing the evil designs of the leadership.  We hope that those GDS who are misguided by the leaders, shall join the united struggle of the Central Govt. Employees on 12th December 2012 and also join the united movement of the Postal Employees led by National Federation of Postal Employees.
               Everybody knows that the attack against the Postal Employees, whether it is GDS regularization or New Postal Policy 2012, is due to the neo-liberal economic policies pursued by the Central Government.  To fight against these policies, the largest unity of the employees and workers is the need of the hour.  Other than united struggle there is no shortcut.  When NFPE is trying to build up such a united struggle, unfortunately everytime the Mahadevaiah group is trying to break the unity at any cost.  During 2008 when NFPE and all its affiliated unions decided to go on indefinite strike from 06.01.2009, against the retrograde recommendations of the Natarajamurthy Committee, Mahadevaiah gave a call for indefinite strike from 17.12.2008, i.e.,  20 days ahead of the joint strike of NFPE.  Now again, due to our efforts when all the employees unitedly decided to go on strike on 12th December 2012, in which GDS demand is also one of the main demands, Mahadevaiah gave another sudden indefinite strike call from 16.10.2012.  He is playing in the hands of the ruling class and deliberately trying to break the unity among the departmental employees and Gramin Dak Sevaks.  The leader is behaving as an agent of the Government and poor GDS are the victims.  GDS are not going to be benefited by such sectarian strike.  Realising this majority of the GDS refused to join the ill-motivated strike this time.
               On 10.05.2012, Sri. Mahadevaiah made following comments in his signed circular, copy of which is available with us:-  “The AIPEDEU is the single largest Postal Union, larger than all other Postal organisations, including NFPE......  They are afraid of AIPEDEU” (!!!).  When somebody claims that I am bigger than everyone else and all are afraid of me, we can imagine the mindset of such a person.  NFPE leaders will never make such egoistic statements.  Again in another circular which was circulated among the GDS throughout the country without putting name, the following derogatory and insulting comments are made against the legendary leader of the Postal Trade Union movement Late Com: K.Adinarayana - “Nobody including the great person repeatedly mentioned as the messiah of Postal workers including EDAs could even stir.  What was he doing?”  Thus it is very clear that the intention of Mahadevaiah is to project himself above all the leaders of the Postal Trade Union movement right from Tarapada to Adinarayana.  In fact he was elected in the year 1999 and became the General Secretary of the only recognised Union with the help of Com. Adinarayana and NFPE.  But after 1999, there was no gain for GDS, eventhose benefits achieved by NFPE through several years of struggle upto 1999, was taken away by the Government during the tenure of Mahadevaiah.  He continued his attack against NFPE.  His number one enemy is NFPE.  This time the leader thought he can score through making it a fragmented game.  He want to avoid larger unity of entire Postal employees (Departmental and GDS) and also he want to avoid NFPE as he thought that if he join the joint struggle with NFPE he cannot become the hero.  He wanted to play one-upmanship over NFPE.
               Naturally those who loved NFPE said “goodbye” to such a leader who is undemocratic, anti-NFPE, egoistic and decided to form separate GDS Union called AIPEU-GDS (NFPE) declaring themselves that they will work under the banner of NFPE and will be a part and parcel of NFPE.  NFPE decided to give associate membership to the new GDS Union led by Com. Panduranga Rao.  After formation of the new NFPE GDS Union Gramin Dak Sevaks of majority of the Circles joined the new union enbloc.  Remaining circles also GDS stated deserting Mahadevaiah group in a big way and joined NFPE GDS Union.  The very existence of the so-called recognised union was challenged due to the mass-scale exodus of the GDS.  Even in Karnataka which is the home-circle of the leader, 60% of the GDS joined the new union.  (Anybody can collect the strike percentage of Karnataka Circle under RTI and verify the fact).  It is at this moment the leader decided to declare a sudden strike from 16.10.2012 for his own existence and to prevent remaining GDS from deserting him.  But majority of the GDS realised his hidden agenda and refused to join the ill-motivated strike.  That is why the strike fizzled out and ended without any settlement.
               NFPE calls upon the entire Postal Employees including Gramin Dak Sevaks to draw lessons from this fragmented strike and guard against those elements who are trying to break the unity of Postal employees again and again by spreading hatred among Departmental employees and Gramin Dak Sevaks.  Let us defeat such forces of destruction and unite together under the banner of our great organisation, National Federation of Postal Employees.  Let us strengthen the new GDS Union, AIPEU-GDS (NFPE) and ensure cent per cent unity among all Postal employees.  Let us work unitedly to make the historic strike of 12 December 2012 a grand success.
               Remember, we are fighting against the anti-people, anti-working class policies of the Central Government.  Only a class oriented militant trade union like NFPE can alone build the unity of the entire Postal Workers and lead such a struggle in the Postal department.  Fragmented strike will create disunity and disappointment and will weaken the striking potential of the Postal employees and  ultimately the Govt. will take advantage of it.  Our enemy is the ruling class and all the toiling masses are our comrades-in-arms in the struggle against the imperialist neo-liberal globalisation policies of the ruling class.  Let us not allow anybody to break this unity.

TN CIRCLE LSG PROMOTIONS ON THE WAY

இன்று மாலை (16.10.2012)  DPS HQRS  உடன்  STRIKE MINUTES  பெற நடந்த சந்திப்பின் போது LSG PROMOTIONAL LIST  குறித்து நாம் விவாதித்தோம்.  அதற்கு  அவர்  இன்னும் ஒரு வார காலத்திற்குள் LSG LIST  வெளியிடப்படும் என்று உறுதியளித்தார்.   மேலும் ஏற்கனவே அந்தந்த கோட்டங்களில்  காலியிடங்கள் இல்லாததால்  வெளியிடங்களுக்கு சென்று பணியாற்றி வரும் LSG  ஊழியர்களுக்கு , இந்தப் பட்டியல் வெளியிடும் போது  அவரவர்கள் கோட்டங்களுக்கு மாறுதல் தர வேண்டினோம்.  இது குறித்து  CPMG  அவர்களுடன் பேசி நிச்சயம் அவர்களின் கோரிக்கையை பரிசீலிப்பதாக உறுதியளித்தார்கள். 


மேலும் செய்தி:  

தற்போது  தமிழகத்தில்  நடைபெறவுள்ள நேரடி எழுத்தர் தேர்வுக்கு  652 காலியிடங்கள் அறிவிக்கப் பட உள்ளன. 
LGO  தேர்வு மூலம் நடைபெறும் எழுத்தர் தேர்வுக்கு  375 காலியிடங்கள் அறிவிக்கப் பட உள்ளன.
இது மொத்தமுள்ள ஊழியர் பணியிடங்களில் 11.4 % ஆகும். இதன் மூலம் SHORTAGE  பெருமளவு குறையும்.

அன்புத் தோழர்களே ! வணக்கம்!

நேற்று அறிவித்தபடி, இன்று காலை CPMG, TN  அலுவலகத்தில் JCA  தலைவர்கள் பேச்சு வார்த்தைக்கு அழைக்கப்பட்டனர் . பேச்சு வார்த்தையில்  முதலிலேயே,தோழர் ஜெயகுமாரின்  தற்கொலை குறித்து  DPS HQRS  அவர்கள் முதல் நிலை விசாரணை  நடத்தியதாகவும்  அதில் PTC யில் அவருடன் தங்கியிருந்த  பயிலாளர்கள் மற்றும் பக்கத்து அறையில் இருந்த பயிலாளர்கள்  விசாரிக்கப்பட்டு வாக்கு மூலம் வாங்கப்பட்டதாகவும்  , அவர்கள் சாட்சியத்தில்  சந்தேகங்களோ அல்லது குற்றச் சாட்டுகளோ எதுவும் கூறப்படவில்லை எனவும் , மேலும் வேறு எந்தவொரு  சாட்சியமோ புகாரோ  பணிப் பயிற்சிக்கு  அவருடன் வந்த பயிலாளர்களிடம்   இருந்து நிர்வாகத்தின் எந்தவொரு பகுதிக்கும் வரவில்லை எனவும் , காவல் துறையின்  அறிக்கையிலும்  இது குறித்து  சந்தேகமான சாட்சியங்கள் எதுவும்  வரவில்லை எனவும் , ஆகவே இது குறித்த அடுத்தகட்ட , இலாக்கா பூர்வமான  ஒழுங்கு நடவடிக்கை  , மற்றும் காவல் துறையில் புகார் கூறுதல் என்ற வரம்புக்குள்  தன்னால் வர இயலாது என்றும்  CHIEF PMG  அவர்கள் உறுதியாக தெரிவித்தார்.இதனினும் மீறிய  உரிய புகார் ஏதேனும்  இருப்பின்  அதன் மீது  சட்ட பூர்வமான நடவடிக்கை எடுப்பது காவல் துறையின்  வேலை என்று  தெரிவித்தார்.  

PTC, MADURAI  இயக்குனரின் வரம்பு மீறிய  செயல்கள் குறித்தும்  DPS  மதுரை அவர்களின்  அடாவடி நடவடிக்கைகள் குறித்தும்  விசாரணை வேண்டும் என்று  கேட்கப்பட்டது .   இது குறித்த புகார்களை தெரிவிக்குமாறு CPMG  அவர்கள் கேட்டார்.  இதற்கு , இதுவரை நம்மிடம் வந்துள்ள புகார்களை நாம் அளித்து விரிவாகப் பேசினோம்  குறிப்பாக , PTC  தோழர்  நாகசுந்தரம் , அம்பை தோழர் முத்துசாமி , பட்டுக்கோட்டை தோழர் ராஜசேகரன், நாகை தோழர் மீனாட்சிசுந்தரம் , மதுரை தோழர்  சிவஞானசுந்தரம் , திருமங்கலம் தோழியர் அமுதா , சென்னை GPO  தோழர் விஜயபாஸ்கர் ,  அம்பை தோழியர்  பகவதி  உள்ளிட்ட ஊழியர்களின் புகார்கள் மற்றும் பிரச்சினைகள் குறித்து நீண்ட விவாதம் நடைபெற்று  கடிதங்களும்  விபரங்களும் அளிக்கப் பட்டன. இவர்கள்  சம்பந்தப் பட்ட புகார்கள் மீது உடன்  நடவடிக்கை எடுத்து தீர்க்கப்படும் என்றும் வேறு ஏதேனும் புகார்கள்  அளிக்கப் பட்டாலும்  நிச்சயம் அதன் மீதும் நடவடிக்கை எடுக்கப்படும் என்றும் CPMG  உறுதியளித்தார்.  

இத்தனை புகார்களுக்கும் காரணமான PTC  இயக்குனரின்  நடவடிக்கைகளுக்கு  முற்றுப் புள்ளி வைக்கவேண்டும் என்று  கோரினோம். அனைத்து புகார்களும்  உடன் விசாரிக்கப் பட்டு  அதன் மீது நடவடிக்கை எடுப்பது மட்டுமல்லாமல் ,  அகில இந்திய சங்கங்களின் புகார்களும் விசாரிக்கப் பட்டு  அதன் மீது  உரிய   REPORT  மேலே  அனுப்பப் படும் என்று  உறுதியளித்தார் .  மேலும் பயிற்சி மையம்  செல்லும்  தோழிய தோழர்களுக்கு இனி எந்தவொரு  பிரச்சினையும் வரக்கூடாது  என்றும் வேண்டினோம். அதற்கான  உத்திரவும் எழுத்து பூர்வமான  உறுதியும் அளிக்கப்படும் என்றும்  தெரிவித்தார். அதுபோலவே DPS, SR  ம்  PTC  DIRECTOR  உரிய முறையில் அறிவுறுத்தப் படுவார்கள்  என்றும்  தெரிவித்தார். 

இதற்குப் பின்னர்   வேலை நிறுத்தத்தை விலக்கிக்  கொள்ள வேண்டும் என்று வேண்டினார்.  இது குறித்து JCA  தலைவர்கள்  ஒன்று கூடி பேசி  முடிவு அறிவிப்பதாக  கூறி  அனைவரும் வெளியே வந்தோம்.  பின்னர் நடைபெற்ற  அனைத்து மாநிலச் செயலர்கள் அடங்கிய JCA  கூட்டத்தில், பல்வேறு விவாதங்களுக்குப் பிறகு , பெரும்பான்மை  கருத்து அடிப்படையில் வேலை நிறுத்தத்தினை  ஒத்தி வைப்பது எனவும் , CPMG  அறிக்கை மீது அகில இந்திய சங்கங்களை  மேல் நடவடிக்கைக்கு கோருவது எனவும்  முடிவு எடுக்கப் பட்டது . தற்போது PTC  பணிப்  பயிற்சிக்கு ஊழியர்கள் அச்சமின்றி சென்று வர , தினசரி நடவடிக்கைகளில் ,  நம் கோரிக்கை மீது எழுத்து பூர்வமான   MINUTES  பெறுவது என்றும்   முடிவு எடுக்கப்பட்டது .  அது போலவே CPMG  அவர்களிடம் தெரிவிக்கப் பட்டு  அதன் மீது MINUTES  மாலை பெறப்பட்டது . 

வேலை நிறுத்த அறிவிப்பு என்பது , பிரச்சனைகளை தீர்க்க ஒரு ஆயுதம் , அதுவும் தொழிலாளியின் கடைசி ஆயுதம் . அதனை மாநில அளவிலான   சூழ்நிலைக்கேற்ப , அனைத்து மாநிலச் சங்கங்களின்  கருத்துக்கு  ஏற்ப நாம் கூடுமானவரை  ஊழியர்களைப் பாது காக்க பயன் படுத்தியுள்ளோம். கடந்த நான்கு  ஆண்டுகளாக அதிகார ஆதிக்கம் செலுத்தி வந்த  நிர்வாக அமைப்பை  நம் தொடர்  இயக்கங்கள் , தொழிலாளர் நல ஆணையம்  மூலம்  பெருமளவுக்கு கட்டுக்குள் கொண்டு வந்துள்ளோம். நம் பயணம்  இந்த திசை நோக்கி  தொடரும்.  இது முடிவல்ல - ஆரம்பம்.  இது  நமது வெற்றியாகும் .

அனைத்து பகுதி தோழிய / தோழர்களின் , கோட்ட/ கிளைச் செயலர்களின்  முழுமையான ஈடுபாட்டுக்கு  நம் நெஞ்சார்ந்த நன்றி.   பல்வேறு தல மட்ட இயக்கங்களை நடத்திட்ட  அனைத்து பகுதி  இயக்க  வீரர்களுக்கும் நம் நெஞ்சார்ந்த நன்றி.

அகில இந்திய அஞ்சல் ஊழியர் சங்கத்தின் நான்காம் பிரிவின்  தமிழ் மாநில மாநாடு  மத்திய சங்கத்தின் வழி காட்டுதலின்  பேரில் மத்திய சங்க பார்வையாளர்கள் முன்னிலையில் சென்னை தி.நகரில் 04.10.2012  நடைபெற்றது.

Our Protest against revised Postal Policy 2012

The Points stressed in the meeting held on 01.10.2012 with the Secretary and Postal Board Members on the  revised postal board policy 2012 by the Secretary General and General Secretaries of NFPE is recorded in a form of letter addressed to Postal Board. The letter is reproduced here under for the consumption of all viewers.

Madam,

Sub: -  Discussion on National Postal Policy 2012.
Ref: -   (i) Your DO No. 27-69/2011 dated 18.09.2012
            (ii) Meeting held at Dak Bhawan on 01.10.2012

Kindly refer to the proceedings of the meeting held at Dak Bhawan under the Chairpersonship of Secretary, Department of Posts on 01.10.2012, on the above subject. The viewpoints expressed by the NFPE and its affiliated unions on the specific issues of unbundling of functions and introduction of an independent regulator for Indian Postal market is summarized below:

(a)   Theory of level playing field and its negative impact in the Indian situation
In the National Postal Policy 2012 it is stated that it is essential to allow free interplay of market forces and consequent stabilization of the Postal market. This means opening up of entry in the Postal market for national/international courier companies by granting licence for which amendment to the Indian Post office Act 1898 is a must.

In India more than 70% of the population lives in rural villages and the Department of Posts is the sole service provider in the rural areas, through it’s a vast network of more than 1,55000 post offices. It is an admitted fact that, even now couriers are not providing postal services in the rural areas. On getting licence they will restrict their area of operation to the metro cities/cities and shall capture a major share of Postal sector revenue. About 70% of the revenue of India Post is from metro cities/cities. The remaining rural villages where 70% of the population resides is contributing less than 30% of the revenue earned by India Post.

If competition is allowed, it will never be a fair competition in a level playing field. Aggressive competition will take place in the profit making city areas and vast majority of the loss making rural areas will be left to the India Post. This will result in further increasing the loss incurred by the Postal Department and will lead to the natural death of the India Post within a short span of time as the slogan is – “survival of the fittest.”

The experience in the telecom sector clearly manifested that the private telecom operators never cared to provide landline connections in the rural areas, inspite of inclusion of a separate clause to this effect in the licences granted to them, instead they opted to pay the meagre amount of fine imposed on them for violation of the compulsory clause of provision of rural landline connections. The Government and the regulator has always taken a lenient view towards private operators. In the Postal also the same thing will happen.

(b)   Amendment to the Indian Post office Act 1898
We do agree that many of the clauses of the Indian Post office Act 1898 has become obsolete and many changes are to be incorporated therein, especially in the context of induction of Information and Communication Technology (ICT) in the Postal Services. But the amendment envisaged in the National Postal Policy 2012 is quite unwarranted. By amending the Act, the Government want to end the monopoly of the Department of Posts in collection, processing, conveyance and delivery of letter mail articles. This is mainly to facilitate entry of the private courier companies to compete in the letter mail sector.

Earlier also Government has brought a bill called “Indian Post office Act Amendment bill” in the Parliament for this purpose. The bill was referred to the Standing committee of Ministry of Communications and IT. The Committee after hearing all the stake holders including the courier companies had given its report in which it was clearly recommended that the exclusive privilege of collection, processing, conveyance and delivery of letter mail articles should remain with the Postal itself. This being the position the present move to again bring an amendment is against interest of the people at large and the customers in particular. It is pertinent to mention that in many foreign countries, the exclusive privileges of letter mail is being preserved with the Government function and the existing right shall not be removed at any cost.

(c) Road map to privatisation
Government of India wants to open or liberalise the Indian Postal Sector for providing unhindered entry of the private sector. In the long run, the Government may withdraw from its responsibility to provide postal services to the public through Govt. owned Department of Posts. The ultimate aim and hidden agenda of the National Postal Policy 2012 is to give maximum patronage to the private sector and the “public-private partnership”, “unbundling of functions” etc are mainly intended for achieving this goal.

In the telecom, the government refused to grant permission to the Government owned BSNL for providing the value added cellular mobile services in India. Licences were granted to all other private cellular mobile companies and they charged exhorbitant rates for incoming and outgoing calls. Only after six years, that too after prolonged struggle by the BSNL employees and due to mounting public opinion, the Government reluctantly granted licence to BSNL also. If this can happen in Telecom, one can very well imagine what will be attitude of the Government and the fate of Department of Posts.

(d) We oppose the neo-liberal reforms
      NFPE as an organisation of the Postal employees has been fighting against the neo-liberal globalization policies of the Government of India from 1991 onwards. When many countries where this reforms are implemented are reverting back, we are at a loss to understand why Government of India is going ahead with the reforms in the Indian Postal Sector. In fact, in the preamble of the draft National Postal Policy itself it is admitted that – “though the principle of separation of regulator and operator is widely discussed, it is yet to find universal acceptance”
     
      In the above circumstances going ahead with the institutional reforms such as unbundling of functions i.e.; operation, regulation and policy making in the Postal Sector will be suicidal. We strongly oppose unbundling and setting up of separate regulator.

(e) Department of Posts can itself regulate the Postal market in India
      Instead of creating a separate regulator, the Department of Post itself can regulate the Postal market by framing necessary rules and by increasing the power of the Postal Board and at the same time keeping its monopoly over the letter mail.

In view of the above NFPE demands the Government of India and the Postal Administration to desist from any move to unbundle the functions and also from the move to appoint separate regular for Indian Postal market.

MAINTAIN UNITY – DEFEAT THE DISRUPTORS
The tradition of the Postal Trade Union movement, from the very day of its inception, is the total unity of the entire Postal employees and Central Govt. Employees – Whether they are called Departmental Employees or Extra – Departmental Employees. Late Comrades: Tarapada Mukherjee, Dada Ghosh, K. G. Bose, N. J. Iyer, Adinarayana, K. L. Moza and all those great leaders stood for the unity of the entire Postal workers. Unfortunately, of late, deliberate attempt is being made repeatedly, from certain quarters, to split and weaken the rock – like unity of Postal employees.
In 2008, all the unions of NFPE took an unanimous decision to go on indefinite strike from 6th January 2009, raising the main demands of the Gramin Dak Sevaks (GDS) i.e.; reject the retrograde recommendations of the Nataraja Murthy Committee report. But suddenly a strike notice was served by the then GDS union General Secretary for indefinite strike from 18.12.2008 i.e, 18 days before the proposed indefinite strike of NFPE. Other unions were not consulted. After serving the strike notice only it was known to others. What was the need for going on strike in a so hurriedly manner, when NFPE was ready for a joint strike from 06.01.2009. Will be sky come down if the strike is delayed for 18 days to ensure cent percent unity of Postal Employees. The intention was very clear to divide the unity of the Postal workers. The leadership of the so – called GDS union played in the hands of the Govt. and the Postal bureaucracy who are hell-bound to demolish the rock-like unity of Postal workers. With the help of the so-called GDS union General Secretary, the Government succeeded to some extent in creating a division among Departmental employees and GDS.
Now again, the same thing is being repeated. The entire Central Government Employees, including the National Federation of Postal Employees has decided to go on a nation-wide one day strike on 12th December 2012. One of the major demands of the strike charter is the issues related to the GDS employees – i.e.; 7th Pay Commission to examine the wages and service conditions of GDS, 50% DA merger for GDS and not 5% TRCA increase, Departmentalization of GDS and extending all the benefits of departmental employees, Bonus discrimination, protection of allowance, Health Scheme, time bound promotion etc. Intensive campaign all over the country is taking place for making the strike a grand success. The strike was declared on 2012 July 26th in the historic Parliament March in which about 20000 Central Government Employees participated in which a large majority of them being Postal & RMS employees including Gramin Dak Sevaks.
Again, all of a sudden, the General Secretary of the truncated GDS Union, gave another strike notice for indefinite strike from 16th October 2012. When the entire employees are preparing for a joint strike, what is the need of giving a sudden notice for another strike. Again, the intention is very clear. They are playing in the hands of the Government. The Central Government wants to scuttle the December joint strike by creating division among the Departmental Employees and GDS. The leader is behaving as an agent of the Government and poor GDS are the victims. GDS are not going to be benefited by such sectarian strike.
Shall we allow such leaders to break the unity of Postal workers, by stabbing from the back? Shall we allow the Government to break our unity by joining hands with such leaders? No, we shall not. We shall expose those disruptors and at any cost, shall uphold the unity of the Postal workers and march forward under the banner of NFPE for protecting the interest of the Postal employees including Gramin Dak Sevaks. Let us fight against the policy of the Government and make the 12th December strike a thundering success.
